OGG Vorbis does not introduce any gaps which is one of it's benefits.  Songs
may be encoded individually as well.  RC3 was just released and I'm very
impressed with it.  IMO bitrates as low as 80kb/s sound on a par if not
better than MP3@128.  True VBR was also added with quality settings.

I doubt it can be changed.  It is a flaw in the MP3 format.
