Perhaps the problem is not with your encoding, but with your playback
system.  I had similar issues on my Linux box, until I switched to
ALSA drivers to do mono output on my stereo-only sound card.

Try playing other mono MP3 files to rule out the encoder, and try
decoding your MP3s to file, and using something like sox to duplicate
into 2 channels.
