Once the WMA is in WAV or AIFF format, you can use LAME to encode your MP3. If audio quality is not a priority, you'd probably be better off doing this in iTunes though - the iTunes decoder is faster than LAME.
If you have any specific questions about LAME, why don't you ask them so that we don't have to write you a complete manual?

Subject: help please Hello there, I just downloaded iTunes-LAME Encoder for Mac and have no idea how it works.
The only thing I want to do is convert a .wma file to .mp3 or AAC audio file.
Thank you very much.

Hmmm...
When I run:
lame --abr 56 -s 22.05 oldfile.wav newfile.mp3
The output indicates that it is ignoring my request to encode at
22.05kHz and is encoding at 24Khz anyway. Is there something wrong
with this syntax, or does lame 3.96.1 also ignore sample rate arguments?

How is Lame 3.93 different than 3.96.1? Am I stuck using this much older version of Lame, or is there a fix with the new version?
LAME3.93 uses 22.05kHz as sampling rate when --abr 56. LAME3.96 uses 24.00kHz as sampling rate when --abr 56.
check "-s 22" option with lame 3.96.1. If the problem is solved, the player you used may have a problem with 24kHz mp3.
If not, I have no idea. -- Takehiro TOMINAGA // may the source be with you!
