Brian,

Does it look like the zip has changed at all?

I just took a look at it myself a second ago.

There's a link to the LGPL v3 now, but not an actual copy of it in the .zip
There's also a .sln file in the .zip, but no source.  There is a correct link 
to the MPIR website.
