You not the first who raise this issue. The short answer: don't waste you time on this. AIUI, content of 'MPIR/tune/' folder is intended for MPIR Developers, not Users.
Longer: We never ported timing things to WinDoS. One should not need to run any of the things in tune/ on non-Unix platforms. The important thing is to run it on each CPU type.
