You not the first who raise this issue. The short answer: don't waste your 
time on this. AIUI, content of 'MPIR/tune/' folder is intended for MPIR 
Developers, not Users.

One should not need to run any of the things in tune/ on non-Unix
platforms.  The important thing is to run it on each CPU type.

Since GMP Developers don't care about running "GMP timing things" on 
Windows, it's hard to expect that "MPIR timing things" be very different 
(since they share the same limitations). Even in spite of all attempts of 
MPIR Developers to shave-off rough edges.
