I am pleased to announce the appointment of Neil Christenson as Interim
Finance Officer for the City of Minneapolis.   

Dr. Christenson has a distinguished career as an executive leader in higher
education.  He served as a community college president for 16 years and as a
Deputy Chancellor of the Minnesota Community College System for four years.
He has taught Finance of Higher Education in the doctoral program at the
University of Minnesota.  His areas of expertise include: finance,
evaluation and accountability, organizational design, strategic planning,
operational systems redesign and human resources.    

Dr. Christenson has worked in recent years as an independent consultant with
government, public institutions and business.   He has experience with
governing boards and elected officials as well as constituencies and special
interest groups.  I am confident that Dr. Christenson will provide strategic
leadership and policy support to our organization during his tenure as
interim.    

He will begin to work with John Moir next Monday, September 18.    It is my
plan that his tenure will overlap with the new Finance Officer.  The search
committee for Finance Officer met on Wednesday, September 6, 2000.  It is my
expectation that I will make an appointment before Thanksgiving and that the
new Finance Officer will be here soon after the New Year.  If you have

A couple of items from the Strib in the past few days have gotten my
attention, both related to city finance.  

One is that a Mr. Neil Christenson has been appointed as interim finance
director.  Does anybody know anything about this person?  Or do people just
not worry about him because he's temporary?  

The other is a proposed policy requiring economic-risk studies and an
application fee for new TIF projects.  On the face of it, this seems like
good news to those of us who suspect TIF is a hinky way to route public
money to entities that have lots of it already.  Any comments?
