I'm not sure that Mr. Boston's employment with the city is a contract. I
realize that corporations were solicited to pay the amount of his salary, but
I haven't seen anywhere if he will be an employee of the City. If he is to
be a FTE, then you would also have to include the amount for his benefits.
Currently the State figures about 20% for benefits which would increase the
city's liability for his employment - if he is to be considered an employee.
I don't feel I'm in a position to be critical of the manner in which he
handled his responsibilities at the UofM, but if you're the "person in
charge" you surely should have direct enough communication to discern if
employees who work for you are performing their duties in a legal and ethical
manner. Based on this, if he is to be an employee of the city, it certainly
seems it would be encumbent upon the City Fathers to assure there is a job
description and a way to measure performance.
With the tight city budget, hiring another employee means you also have
support personnel, etc., and that all takes money. So, the $120,000 they are
trying to raise is, in my opinion, just the tip of the ice berg.
