Norm Successful?

Every development in the downtown has Big city subsidies.  Even with that,
the city has to bribe Target to remodel the Daytons/MarshallFields.  There
is no real downtown retail in St. Paul.   Even with the Ordway, downtown
St.Paul seems to close at 7PM.

The state has provided significant subsidies for the Science Museum, the
Children's Museum and the new Wild arena (but provides no subsidies for the
Walker, Guthrie, Mpls Institute, Mpls library, Mpls Convention Center,
Target Center, State, Orpheum, etc.)

Take out the State government employees (almost a captive employer) and it
would be interesting to see how much employment there is in Dwntwn St. Paul
vs. Mpls.
