The City Charter provides that "the terms of office of the Mayor and
Council Members shall be for four years commencing on the first business day
of January of the year following their election."  (Charter, ch. 2, sec. 3.)
The Charter also provides for redistricting after each decennial census, but
that "no readjustment of Ward boundaries shall apply to any City election if
the adopted plan goes into effect after the first date for filing for such
elections.  All Council Members . . . may complete the term for which they
are elected, or appointed notwithstanding changes in Ward boundaries."
(Charter, ch. 1, sec. 3.F.)  From these provisions, I gather that the City
Council is being elected this year for a four-year term, notwithstanding the
redistricting that will occur within that four-year term.  I am not an
expert on the Charter, however, so I may well be missing something; you can
check the Charter online at

        It is true that state senators, who otherwise serve a four-year
term, may serve only a two-year term when redistricting occurs: the
Minnesota constitution provides that "senators shall be chosen for a term of
four years, except to fill a vacancy and except there shall be an entire new
election of all the senators at the first election of representatives after
each new legislative apportionment . . . ."  (Const., art. IV, sec. 4.)
That constitutional provision applies only to state senators, however; it is
not a general constitutional requirement that applies to all elected
officers.

I've heard from various sources conflicting
information about the 2001 city elections.

- The council will be elected for a 4 year term

- The council will be elected for a 2 year term, this
being due to reapportionment when the new ward lines
will be drawn sometime during 2002.

Since last time there would have been such a long
delay between the census and an election the council
still had 2 year terms this wouldn't have been an
issue.

Anybody able to quote the real scoop?
