The thought to start with the Governor is that legislators are reluctant to
put more money out than the Governor has indicated he's willing to have in
the arena: that the Governor's parameters do profoundly affect the scope of
the rest of the dialogue. His early parameter indications are so low as to
be shocking. That's why the thought is that that needs to be addressed
before talking to other legislators is even relevant.
And as far as Mpls legislators: everyone in the state knows Mpls thinks it
needs to get more than it gets. Many think Mpls already gets way too much.
Many of those same folks are against affordable housing in their
neighborhood to avoid those same situations that are so expensive to
address. I heard someone say once that north of 62 is chaos, period. As in,
more money/less money: it doesn't matter. Chaos now, chaos then. Very
upsetting to me personally, but that's not the point. The point is, given
that that is the mindset, then what is useful is having other legislators
representing other constituencies say: this is not ok for *our* schools -
suburban schools. That's the ugly truth.
