Let me try to rephrase what people told me when I first arrived 
here. 

There are a couple of things you must keep in mind when 
thinking about the state budget:

1. Tax cuts and tax rebates are SPENDING, just the same as 
spending on schools.
2. You can spend a dollar only once.

So, using these as a guideline, when the Governor proposed 
his humongous tax cut, he took away the ability to spend for 
anything else. And basically he took all the money for his tax cut. 

I think that the gov's budget is a reflection of his values, just as I 
hope that my votes are a reflection of my values. He tells us in 
this budget that he values K-12 and higher education less than 
he values paying less of his paycheck into taxes. 

Also please remember that it is a long time until the middle of 
May, when the legislative session is done. In that time, the state 
budget will be crafted by the legislature, and I hope it will look 
much different than the one proposed by the Governor.
