During the ISAG protests, officers kept their badges out of sight and
refused verbal requests for their badge numbers. This appeared to be an
official or unofficial policy rather than a decision by individual
officers, and it suggests that there was an official or unofficial
intention that these officers would commit acts for which they would not
care to be held accountable.
If it really is a minority of officers who actually commit brutal acts, the
fact that non-abusive officers tolerate this and remain silent suggests
that their superiors show tolerance or even approval for these acts.
