On this ID thing - about Driver's Licenses - remember that 60% of the
population in Phillips does not drive cars, and not everyone may have
gotten their ID card but when I think about over in Whittier off Harriet
and Grand and in Uptown, etc. many of those high density living condition
folks probably don't have cars either. I have a 50 yr old friend up on
Johnson St, who has never owned a car, thus never a driver's license and
he's a homeowner. Let's not use the "almighty" car as an identifier.
