A former candidate for school board was tearing his hair out one day (4 or 5
years ago) because changing the schools meant taking on three bureaucracies--the
school board, the state, and the teacher's union.  He said it made reforms of
any type difficult and radical reform (if that isn't a contradiction in terms)
"almost impossible."  That scenario makes it sound like a nightmare of
organizing and pushing.This does not excuse not tackling the issues, but it does
go some way to indicate why it's so tough.
IMHO, I have seldom heard the school board express a strategy for tackling the
interlocking systems of problems, nor articulate just what appraoch could be
effective.
