Franchise fees, on gas, electric and cable tv bring in about $20 million per
year.  These funds go into the general fund.  Reducing these funds reduces
funds into the general fund, meaning that property taxes have to go up or
services have to go down, the largest of which is police and public works
(primarily street-related costs).   Although folks this year may have an
increase in their bills this year, franchise fees have been a relatively
stable source of funds to the general fund, with pretty stable growth over
the long term.

The place that the City provides access to the web is at its libraries.  The
largest investment it will be making in this area is its investment in
new/improved buildings which will provide more space for this type of
access.  And as to a common web portal, all the local government websites
link among themselves.  There was discussion of creating a common access
phone number but I do not know the current status of that discussion.
