I can tell you what the pothole problem is. They cannot fill potholes when
the weather is cold because the asphalt pops right out. I know that there
were several huge potholes eastbound just east of the Penn entrance about a
month ago. Those were fixed and two days later the asphalt had popped out.
So, until some genius - perhaps someone at 3M can come up with a substance
that will work during the winter, we're stuck with the mess!
