City savvy delegates need to look at the big picture and ask "what votes
are missing"?  I fail to see how items like moving the Shubert Theater,
800 megahertz or remodeling the council chambers add to the livability
of neighborhoods.  Any number of votes can be put together to make a
council member look "good" or "bad".  I guess it just depends on who you
are going after and how bad you want to make them seem.
