Arthur,
the Coalition for Affordable Housing tried to pass rent control in Mpls
in 1981. In the 1980-81 period the market was similar to right now,
with an extremely low vacancy rate and rents rising sharply. We got
a charter amendment on the ballot, but were outspent about 100 to 1.
Needless to say, we lost by a margin of about 70 to 30.
Of course, the stadium issue also lost 70 to 30, and there are still
a number of people who haven't taken the hint yet. Go figure.
