Three words.  New York City.  Nothing drives up rent faster, with more
destructive results then rent control.  If you need two more words.  San
Francisco.  Pure havoc has reigned on their respective rental markets ever
since they saw the wisdom of rent control.

Rent control was defeated by the Mpls city Council in the late '70's or
early '80's.
