the deal is the same regardless...  and, I think the 'suburban connection'
has been debunked on this list in the past.  When drug deals are that
evident-- outside on the street in broad daylight, there is only ONE
explanation-- lax enforcement.  Those with supply meet those demanding the
product in the location most advantageous to doing business!  How long do
you think these folks could last dealing in this manner on the corner of
50th and France or outside Jerry's Market in Edina, or a mall in Plymouth?

However, take the profit out of illicit drugs and 90 percent of the current
problems will disappear!  Target public health education and treatment...
When the high profits and high costs associated with the illicit drugs are
eliminated, most of the violence and need for excessive police/military
involvement, and the growing need for more prisons to house so many
non-violent offenders is largely eliminated as well.  It's time to address
the issue in terms of cost-benefit and public health-- the current model
isn't working!
