I don't see much chance that lrt will increase cross-city traffic on 38th.

It's not really going to get many people out of cars and those that it does
will be coming from other places.

Unless you are doing a park and ride to get out of paying for downtown
parking, why spend 10+ minutes driving from 38th and I-35 and then 15
minutes on the trolley when you could spend 10 minutes driving downtown
from that intersection?
