I had a cat (like most cats) who liked to scratch rugs, furniture, etc.
Cats cannot help this behavior and you can't simply stop it -- you have to
give them a more appropriate thing to scratch than your newly-upholstered
chairs.  

Snipe advertising is similar in that it is difficult to stop, so why not
create an appropriate place to put it?  

Every college campus has learned this lesson and places kiosks for the legal
posting of posters, flyers, etc. 

What does this list think about additional attractive, well-designed public
kiosks in higher foot-traffic areas of Minneapolis for the legal posting of
flyers?  How many of these already exist?

I can predict the obvious problems with expense and maintenance, but wanted
to open up the discussion.  Would it be better to concentrate flyers on
kiosks than to have them scattered on every telephone pole?
