The issue about garbage cans on private commercial property is this: The
City put garbage cans out on the property of private businesses because
those businesses were not keeping their properties clean.   I have to pay
for my can.  The business does not.  I end up paying for these businesses to
have free garbage pickup through my garbage fees.

The question is: is it right for me as a homeowner to subsidize
irresponsible business owners?  Or is it more appropriate for those business
owners to pay for their own services?
