I should have added this to my post last night. If folks are interested in
a more comparative look at the sites that were under consideration, the
staff team also developed a matrix with site attributes across the top and
potential sites along the left side. Five sites were ranked against the
identified criteria. This is also part of the staff report to the City
Council but unfortunately, because it is in a spreadsheet format, I can't
cut and paste to this e-mail list. You can view the matrix along with the
full report from the Municipal Information Library at City Hall, or you
could contact me directly and I could arrange to e-mail the matrix to you as
an e-mail attachment.
The action at Monday's Community Development committee was as follows:
8. Baseball Park in Minnesota: Response/review of the Citizens Advisory
Committee (C-17 Committee) report concerning a ball park (Also in IGR &
W&M/Budget).
Action Taken: Approved recommendations contained in the City Staff Working
Group report: a) Directed City staff to work directly with the Minnesota
Twins & the C-17 Citizens Committee in a time frame relevant to current
development scenario to develop a participatory process for preliminary
design of a ballpark facility on the Rapid Park site (west of Target Center
in downtown Mpls). In conjunction with ballpark development, it is
recommended that an area plan for the vicinity around the ballpark site be
developed. A meeting of the Twins, C-17 and City staff should occur no later
than 4/20/01 & the City Staff Working Group is responsible for convening the
meeting; b) Recommends the Rapid Park site for in-depth analysis. Included,
among other things, in the analysis should be investigation of options for
site control, the impact of Basset Creek tunnel & the impact on transit; c)
Recommends that as ballpark development moves forward, efforts be made to
recognize & track state, county & local initiatives & work within the
parameters of those initiatives as designated by ordinance, regulation &
statute & work with the IGR office to track state legislation relating to
professional sports venues; d) As potential ballpark developments plans
proceed, continued insistence that Major League Baseball's financing and
organizational structures must change and that before any efforts are put to
the public sector to assist in building a ballpark, that Major League
Baseball commit to change.
Note that there is great interest on the part of the City and in the
recommendations of the C-17 Committee report to ensure broad citizen
involvement if we get to a facility and area design phase on this project.
(Note action a above.) The insights and concerns of informed citizens will
be very important at that stage to maximize the strengths of an urban
ballpark and to address weaknesses and concerns to the extent possible.
