One concrete solution to the issues concerning bicyclists would be a 
greater enforcement (ticketing) of the existing (and not very extensive) 
bike route within the city.  In the days before my bike got a flat tire and 
I went back to the decadence of driving, I would wind up swerving out of 
the bike lane into the regular traffic lanes numerous time because drivers 
decided bike lanes equal auxillery parking.  (I found apparently by having 
your blinkers on, you can park anywhere.)  If we made it possible to 
actually use the bike paths that we have, maybe we could improve the 
situation a bit.
