Tim Bonham notes that the TV films didn't show any cross traffic at some
intersections.  I didn't see much video of this, but it's possible that
the camera angle didn't see approaching traffic.

Remember that much of the red-light running happens within the first 2-4
seconds that the light is red.  You need to have the cross-traffic's
green light stay on for a fairly consistent time.  You don't want a 6
second green light turning red just because someone is waiting at the
cross street.  That would lead to a lot of rear-end accidents.
