If it can be shown that the Mayor did not articulate the concerns of the 
city to the legislature, then the charge laid here could have some 
validity.  The mere fact that the Mayor did not in person, physically, do 
the rah rah thing for some issue does not demonstrate a lack of 
leadership.  The plain fact is that the Mayor has numerous ways to 
exercise leadership.  With respect to legislation affecting the city, the 
Mayor has about five ways to make the legislators understand city 
concerns.  If on some vital issue the Mayor fails to use one way, then 
one might lean towards believing the Mayor is "out-to-lunch."
