Although I don't disagree with Matthea's comments that some of the stops by
police are due to prejudice and resulting calls by some city residents,
this cannot account for the fact that the resident count in the HC Juvenile
Detention Center has been WAY DOWN in Feb and March, a situation which just
happens to correlate with the much lower traffic stops by the Mpls PD
during those months.
It is also interesting that the racial profile of this juvenile population
during those months correlates much more strongly with the racial makeup of
the city in general, rather than the overwhelmingly black population that
has been indicative of this facility at least for the past several years.
