The issue of possibly missing funds and documents brings up a difficult issue for
some neighborhoods. First, before NRP neighborhood organizations in the poorest
sections of the city had something like $300,000 a year, from one source or
another to manage. For the board members, this was "doable".  We could read them,
we could understand them.  With NRP, those budgets shot up anywhere for
multi-thousands to multi-millions, the poorest neighborhoods--the ones with fewer
MBAs and CPAs to volunteer--were getting the most bucks.  At that point, I lost
the ability to comprehend the enlarged and, it felt like, diversified treasurer's
reports. Spread sheets of progress in housing starts and mends and enhancements
and on and on, then so much for youth and family, so much for community building,
so much for business.  The E.D.'s who did the best, in my reconning, were those
with a business degree or experience in reading and comprehending that stuff.
Either that, or they had a treasurer who was a CPA or something like that. If
they had both, they were cooking with gas. The NRP technical assistance, while it
was fine, did not take that into account, I don't think, when the program began.
However, it left citizen board members in the position of approving treasurerer's
reports when we really didn't quite get it. We were responsible and in way over
our heads just by being on the board. As the situation is set up, board members
are liable, but not necessarily well-informed, even though the neighborhood
organization tries to keep them informed.
