This past Friday in writing about a vote in the city council to pay out $330k. I attributed a quote as to why a councilmember voted against the settlement. It was not Joe Biernat who was qouted in the Strib as saying "the kid had no permanent damages". It was Barb Johnson, 4th ward councilperson who made the comment. My apologies to Joe Biernat. It would be too simplistic to equate one severe beating by police to a pattern of abuse on the part of a spouse or parent; neverheless lack of permanent outside signs of abuse do not bespeak the lasting psychological effect of such abuse as victims of spousal and/or parental abuse can attest to.
