I don't think Tim C. was making a comment on the elections themselves, but
rather on the importance of litter as an issue facing the city, and saying
that if one thinks this is the most important issue of the mayor's race than
either one is out of touch with reality, or else there is no need to have an
election because there are no more issues to be dealt with, and therefore not
necessary to have any change in leadership.  Tim C. can qualify it himself
for certain, but in the context of his post, I didn't read it as seriously
commenting on the change in leadership.
