I think I want to jump on board here, but I'm not willing to
say that reform at the top is the full answer.  There needs
to be a different, systemic change in the way service is
delivered, and that from the ground up.  Inside any
bureaucracy older than 25 minutes or so, a large numbers of
fiefdoms or turfs which begin innocently enough (what can I
grasp to get the work out), but make the cheese more
binding, so to speak.  Pretty soon, it would be easier to
fly to the moon without NASA than to take a project--even
putting together a loan package for one house--through "the
system." If you stop at the top, you'll never get meaningful
reform, just a different patchwork.
