I don't have any particular desire to smear Buck Humphrey, who I don't know
much about, but I wonder if this is really the case. The one time I _did_
get a communication from the Mayor's office (from Antonia Pearce) it
included this:
"Pierre Willette is the Policy Aide that is handling this issue and
responding to your question on behalf of the Mayor. Pierre is still
looking into your concern and will respond soon."
Which left me with the impression that different aides specialize in
particular issues.
