As grim as the situation may be at the legislature, to pass "lights on" is
just a cop-out.  I cannot understand why people aren't just clamoring for a
resolution.  People in Minneapolis should be outraged, but I don't think
"lights out" is going to help them any.  Delaying the outcome to the next
session is not the answer.
