It's not a cop out, IMHO, to protect the basics while the
legislators from Mpls. try to save the NRP, among other
things. The tax situation is grim and beyond.  The reason
they haven't come to agreement has to do with who gets a
share of our jointly collected revenues.  Meanwhile, people,
including folks who work for the state, shouldn't be made to
suffer while legislators stand toe-to-toe.
