Minneapolis Rules does NOT allow "all manner of personal attacks."  The
list is just unmoderated -- and so people are not kicked off the list.  E
Democracy people -- such as Steven Clift E-Democracy chair follow the
discussions on the list.  Tim Erickson, who moderates the St Paul list, has
started a similar rules list to get members engaged in discussion of list
management there.   

The Minneapolis Rules list was established so that members of the list
could discuss the management of Minneapolis Issues list.  Unfortunately
sometimes the conversation has degraded into personal attacks.  There has
also been some positive discussion about how to improve the Minneapolis
Issues list.  The archives are public:

The point of the rules list is to have a forum where people can discuss the
Minneapolis Issues list management -- in a way that doesn't bog down the
Minneapolis Issues list itself.  Generally process discussions on the list
itself gets discussion off the focus of the Minneapolis Issues list.  

I've also been forwarding items -- such as this where David explains list
management decisions to the list -- to the rules list -- so there is a good
archive of material for a list FAQ.
