I, for one, think that NRP should clearly be a priority for the City. It would
be a great lose to have it ended suddenly like this because of the state
legislature's tax restructuring. If TIF can really no longer be used (as it
looks like will be the case) then alternative funding -- and I would suggest
more permanent dedicated funding --- should be sought.
I also think that we may well need the creative thinking of our state
legislators as well as other bright minds on this list and throughout the city
to come up with the appropriate alternative funding source.
I am wondering if it is within the power of the city to dedicate a certain
percentage of property taxes to NRP...or at least to a similar program that
would help support neighborhood capacity and fund projects initiated by
neighborhoods.
There are a variety of restrictions placed by the state on how the City can
raise funds. It was partly because of these, I think, that TIF was turned to in
the first place as a creative way to fund neighborhood initiated projects.
What other options would you suggest Jane? Others on the list?
I think it is important for us to begin this discussion as soon as possible.
