I suppose that whether you think the NRP is wonderful or flawed depends
on if you'd benefited or been screwed by it.  I do find it I confusing is when
we write posts detailing its faults people just seem to ignore us.  When I
first mentioned problems to Bob Miller two years ago, he just went into
arrogant SOB mode.  This seems to be the common response in government
and academic institutions: spin and stonewall.  I just don't get it.  My first
response to complaints as either a manager or a teacher has been to see
how I can use them to improve.  In the three years I've been involved with
the NRP no one has ever asked me what they could do to solve my
problem; they just attack.   From my perspective the NRP deserves to
choked by its funding.
