Answering Brian Melendez' curiosity about my reference to federal rules
related to nonprofit sponsorship of candidate debates (and incidentally,
enough candidates have answered affirmatively that the Third Ward event
will indeed take place in the early evening on Thursday, July 26 at
Lynway Manor, 2415 N. 3rd St.).

Quoting fom "The Rules of the Game: An Election Year Legal Guide for
Nonprofit Organizations" published by The Alliance for Justice in 1996
(from a workshop for nonprofits held locally last spring with Eve
Borenstein as an anchor presenter), pp. 25-6:

G. candidate debates and forums

1. Federal tax law

501(c)(3)s may sponsor a "League of Women Voters-type debate between
candidates....

FEC rules, which the IRS is likely to follow, provide that at least two
candidates must participate for the debate to be nonpartisan ...

2. Federal election law

... Pre-established objective criteria must be used to select the
candidates that will participate [used to permit the exclusion of minor
candidates]....

Federal rules require uniform rules about candidate inclusion and the
presence of at least two candidates. The invitation establishes that all
candidates who have filed by the July 17th deadline will be welcome to
participate and I'll be happy to inform the list when the two-candidate
rule has been satisfied.
