I need a little clarification on the draft petition language:

Some versions speak of $10 million per year after 2009 (the original end
date of NRP). Others don't. Has it been decided whether the $10 million is
included? What's on the petition?

My preliminary opinion is that the $10 million SHOULDN'T be included. The
goal should be to restore the original 20-year, $20-million-a-year promise
of NRP, NOT to extend it in perpetuity. I have enough faith in its essential
worth to hold another referendum in eight years.

DRAFT LANGUAGE:

That the Minneapolis City Council and the Mayor shall levy a special
property tax annually for each year beginning with calendar year 2001
that generates $20,000,000 each year between 2001-2009 and $10,000,000
per year thereafter to specifically fund development and implementation
of the activities, projects and programs contained in Neighborhood
Action Plans and for administration of the Minneapolis Neighborhood
Revitalization Program (NRP) for the purposes for which it was
authorized by the State of Minnesota in Chapter 604/Minnesota Laws 1990,
as amended by Chapter 291/Minnesota Laws 1991.  The estimated tax burden
for this levy would be as follows:  For a $130,000 home, the additional
tax burden under the current tax structure would be approximately $86
per year.
