I suggest this entire proposed $20 million NRP referendum is totally
premature.  Referendum authors, city and county officials do not even know
the full implications of recent state tax legislation and it's impact on
various city/county budgets at this point in time.  The net effect of these
state tax changes on city budgets and on our local property tax structure is
also unknown at this time.  Until full impacts and implications are
assessed, this referendum proposal is best described as irresponsible.
