I have to strongly disagree with you here.
David, I'd guess that your offices were far enough away that you only heard 
this guy at lunchtime when you went out along the Nicollet Mall.
         A few years ago, I had a contract where I was working out of a low 
floor in the IDS tower.  I, and all the others in that office, really hated 
the noise that this guy generated.  When you're trying to  get work done 
and have to concentrate to do so, being assaulted by his noise was really 
distracting.  And inescapable!
         We regularly complained to management about it, but were told that 
there was nothing that could be done about it.  We suggested that the 
"nuisance" ordinance or "creating a public disturbance" ordinance would 
have been appropriate, but we were told that they had asked, and the city 
refused to do anything about it.  They said that the city attorney, or our 
company, or anyone who took any action against this guy would be pilloried 
by Star-Tribune reporters, who liked him.  (Of course, they were several 
blocks away, and didn't have to hear him constantly.)
         (And I even liked the kind of music he played -- it's just that 
music, when you don't want to hear it, is nothing but irritating noise.)
         When our department moved out of the IDS tower to new digs a few 
blocks farther from the center of downtown, we all thought one of the BEST 
things was escaping the persecution from this drumming!

The only statue of him that I'd help fund is one atop his grave.  A heavy one.
