Minnesota Supreme Court Justice Kathleen Blatz has appointed  judges to
oversee a legislative redistricting panel. Here is the STAR TRIBUNE link:

Will the legislature get the job done by April 22, 2002 or will the judges
have to do it? Specific to the cities of Minneapolis and St. Paul, will they
retain their separate congressional districts or will the cities collapse
into one congressional district? The Republicans argue racial minorities
stand a better chance of sending one of their own to Washington, DC with one
urban congressional district.
