On the Hard Times Cafe Sept. 14, 2001 The Minneapolis primary election demonstrated that people of Minneapolis are ready for change. The time to start moving forward in the Second Ward is now. Let us begin by having the City drop its legal persecution of the Hard Times Cafe. The Hard Times Cafe is an asset to our community and a symbol of the West Bank's historic tradition of diversity and alternative cultures. The Hard Times has been forced to spend two years in an unjustified administrative and legal struggle to stay in business. The City is stuck with the Hard Times in a complicated and prolonged legal struggle which is now in Hennepin County District Court. The Minnesota court of appeals has already found substantial evidence of irregularities in the City Council's procedures when it voted to revoke the Hard Times' licenses. The long process of the district court making findings regarding the city council's conduct is likely to cause further embarassment to the city, and is an unnecessary waste of time and money. The legal proceedings should be ended by the city agreeing to renew the Hard Times Cafe's business licenses. The Hard Times license renewal application has been held up for the past three months. There is no reason for further delay. The Hard Times Cafe fulfills all license requirements, and has operated successfully without any substantial violations or incidents for more than the past year and a half.
