Technical question: can the Mayor unilaterally fire the Chief? I know
the Executive Committee, which includes the mayor and leading council
members, does the hiring - can the Mayor do the firing alone?

With crime at a 34-year low, is hiring from within necessarily a bad
thing? There are certainly respected police administrators, like Sharon
Lubinski and Greg Hestness, who could be arguably better than Olson
without necessarily knuckling under to the Federation. 

Sideways: does any one else find it a bit creepy that the chief (if it's
THAT Robert J. Olson signing Sarah Janecek's fundraising letter) is
raising money for the mayor, his boss? For whatever entanglements RT got
into by accepting Police Federation endorsement, this would seem to be a
similar conflict...harder to fairly evaluate an employee who is out
getting cash and support for you.
