My prediction:  When RT gets elected and takes office, Olson will
announce his resignation shortly thereafter.  The resignation will be
effective a few months later to facilitate the transition for both Olson
and the police department.  He will resign because of dissipating
political support from divergent political sectors ranging from the
police federation to progressive activists who will have helped elect RT
and the new council.  (BTW, i believe it is the executive committee that
either can remove or recommend removal).  Olson, however, will decide to
go out gracefully, saying that it is time to move on, and the elected
officials will gratefully oblige him because they will not want too much
division when they first take office.  

I agree with Becker's that the new chief will be internal.

Most important prediction - the replacement of the chief, in and of
itself, will have little if any effect on the police department.
