Literally, whoever is elected this year will represent those
constituents until the next election.  However, political reality
dictates that the new ward boundaries will heavily color what happens in
the meantime.  For example, if redistricting puts the entire Como
neighborhood in the 1st ward, it would be ridiculous to assume that the
1st ward CM would not pay attention to the concerns of those new voters
who will enter the ward upon the next election.  Those same voters might
also have trouble getting the ear of the 2nd ward CM, who will not have
to deal with them in the next election.  It's not a good situation.

This mess was supposed to have been addressed by a series of charter
amendments passed in 1988 at the instigation of Chuck Lutz, former
council aide.  The spirit of the Lutz amendments seems to have been
ignored, or the amendments are backfiring.  Whatever happened to Chuck
anyway?
