This mess was supposed to have been addressed by a series of charter
amendments passed in 1988 at the instigation of Chuck Lutz, former
council aide. The spirit of the Lutz amendments seems to have been
ignored, or the amendments are backfiring. Whatever happened to Chuck
anyway?
I didn't realize that Chuck was the person who did the charter amendments. He is currently working for the MCDA focusing solely on the Hollman Project.
