A simple solution for redistricting will avoid an important complicated
problem - lack of minority representation.  Although I am not real
familiar with the history of how the wards were formed, there seems to
have been some effort in a couple of wards to ensure re-election of
white candidates.  Ward 5 apparently added some downtown luxury housing
(and has also constructed a lot of near-downtown city-subsidized luxury
housing).  Ward 3 seems to include just enough of space to the west of
the river to reduce an African American majority in Ward 5 without
threatening the white majority in Ward 3.  South Minneapolis has only
elected one minority representative, although I am not sure if that is
related to the boundaries since the area is generally very diverse.  In
any event, this issue should not be excluded from the decision-making.
